What problems does mass surveillance solve?

Blanket surveillance like CCTV systems, facial recognition software, telecommunication and vehicle tracking, the DNA database etc. etc. does nothing to stop criminals, terrorists, or ‘social problems’ and it doesn’t make anybody feel any safer.
If it doens’t solve any of the problems it was brought in for, what exactly is it there for?

The only problem it solves is how to use up precious money and create more jobs for the boys. to increase a civil service and so on.
It can identify a criminal and lead to a conviction and also it can show if someone is wrongly accused. In simple terms it’s evidence which can be helpful.
it doesnt do anything. it’ll just serve to keep the honest people honest (who’d be honest with or without it anyways), but people who will commit crimes will do it regardless.
Nothing really stops criminals, they all think they are so clever they’ll never get caught.
The software and techniques you speak of are for identification, so we can catch these ever so clever criminals.
